Dorian B. Kantor, Ph.D.

Director & Chief Analyst

Dr. Dorian Kantor directs research and advisory work on global security, defense strategy, international law, and political risk. He is an internationally recognized expert on U.S. politics and foreign policy, international security, and public international law. Educated at leading institutions in the United States and Europe, he has taught at universities in Germany, the United States, Colombia, the Czech Republic, and Hungary. His work bridges academia, policy, and practice: he has advised the Colombian and U.S. Armed Forces on defense and security matters and has contributed to policy research and political education through leading think tanks, including the Friedrich Ebert Foundation.

Felipe Santofimio Nevares

Partner, Senior Analyst

Mr. Santofimio focuses on emerging threats, including unmanned systems, non-state actors, and the evolving character of conflict. He holds a degree in International Relations from Pontificia Universidad Javeriana in Bogotá and is currently pursuing graduate studies in defense policy and international security at Universidad Externado. Mr. Santofimio gained international experience at the Ibero-American Conference of Ministers of Justice (COMJIB) in Madrid, working on the integration of emerging technologies into judicial systems and supporting high-level institutional relations.

Daniel Lozano

Junior Analyst and Researcher

Mr. Lozano specializes in digital democracy, risk analysis, security, and human rights. He holds a university degree in International Relations from Pontificia Universidad Javeriana in Colombia and a Master’s degree in Human Rights from the University of Padua, Italy. Mr. Lozano has conducted research on digital democracy, censorship, and online radicalization in Europe and the United States. He has worked with Colombia Risk Analysis on political risk and security dynamics and with YMCA Spain, supporting African and Latin American refugees in processes of integration and international protection.

Leonardo Carreño Santamaría

Junior Analyst and Researcher

Mr. Carreño focuses on international security, migration, and multilateral institutional dynamics. He holds a university degree in International Relations from Pontificia Universidad Javeriana, with an emphasis on international security and global political affairs. Mr. Carreño gained international experience at the Embassy of Colombia in the Netherlands, where he supported multilateral engagement and institutional reporting, including work related to the Organisation for the Prohibition of Chemical Weapons (OPCW).

Maria Paula Martinez Barahona

Intern / Research Assistant

Maria Paula Martínez Barahona is an International Relations student at Pontificia Universidad Javeriana (Bogotá) with a focus on security. She has conducted research on peace-professionalization frameworks and worked on international cooperation initiatives supporting communities affected by conflict and inequality. Through the Millennium Fellowship (MCN–UNAI), she is currently leading Tejiendo Paz, a project that promotes dialogue, reconciliation, and equitable opportunities across Latin America.

María José Báez Padilla

Intern / Research Assistant

Ms. Báez is an International Relations student at Pontificia Universidad Javeriana (Bogotá), specializing in regional integration, development, and Asia–Pacific studies. Her work combines quantitative research using RStudio with academic analysis of international politics, governance, and comparative development. She has held leadership roles at AIESEC International, coordinating global talent initiatives and intercultural projects, and currently supports policy-oriented research and analysis on global affairs.

Camilo Adarve - Associate Researcher and Analyst

Mr. Adarve focuses on human rights, peacebuilding, and governance in conflict-affected contexts. He holds dual bachelor’s degrees in Political Science and International Relations from Pontificia Universidad Javeriana in Bogotá and a Master’s degree in Conflict Studies and Human Rights from Utrecht University. Mr. Adarve has worked with the Colombian Truth Commission, the National Forum for Colombia, and the Human Rights Department of Colombia’s Ministry of the Interior, supporting research, monitoring and evaluation, risk analysis, and stakeholder coordination related to accountability, protection, and peacebuilding processes. His work combines qualitative and quantitative research with a strong emphasis on translating lived experiences into practical, policy-relevant recommendations.

Verónica Ramírez - Research Associate

Ms. Ramírez is a journalism, Political Science, and International Relations graduate from Pontificia Universidad Javeriana in Bogotá, Colombia, with an emphasis on security and data analysis. Experienced in research and analysis of national and international politics, particularly in the areas of migration and armed conflict.

Santiago Verbel - Research Associate

Mr. Verbel specializes in geopolitics, development economics, and global economic history. He holds a bachelor’s degree in International Relations from Pontificia Universidad Javeriana in Bogotá, Colombia, and currently serves as a member of the Government Affairs team at DiDi Global, the world’s largest ride-hailing company.
